For Neo to escape from the Matrix a second time, many planets had to align. Most obviously, the Analyst had to repair his body and plug him back into the Matrix, and Neo had to code Morpheus into his own Modal Matrix simulation. Bugs' role also seems faily obvious, as she's the one who was curious enough to explore Neo's Modal. But I think there is a lot more to Bugs' role than meets the eye.
Consider what Bugs tells Neo:

Back then, I was just like any other coppertop, pretending my life, until I looked up and I saw you. It was a different you, but I saw the real you, just a second before... you leapt. And you never fell. |
Every potential redpill in the Matrix rejects some aspect of the Matrix illusion. I think when Bugs was a bluepill, she had the ability to see a person's real DSI, seeing past their fake DSI.
This ability couldn't have come in handy very often. In fact, it's quite possible that Neo and Trinity were literally the only bluepills in the entire Matrix that had artificially-generated DSIs, because they're the only bluepills that we know of who were plugged back into the Matrix after Zion was destroyed. Although it's certainly possible that a lot of Zionists were given the option to plug back into the Matrix or die, after the Analyst took over. Maybe there are a few thousand people in the Matrix who also have fake DSIs. But even so, the odds that Bugs would ever be in position to see a person's appearance change are practically zero.
This is another clue that compels me to believe that the Oracle is still alive, or at least that she was able to set things in motion decades ago before she died that would ultimately lead to the downfall of the Analyst, the program responsible for the Oracle's downfall and purging. I think it is way too convenient and implausibly unlikely for a person with Bugs' unique ability to be washing windows at the exact time and location at which Neo was attempting to fly, unless someone had a hand in setting things up that way. Also, what does it mean that Neo "never fell?" It sounds to me like Neo didn't fly; he just floated. This would mean Bugs witnessed Neo the same way Bugs Bunny would have witnessed Elmer Fudd (or Wile E. Coyote) stepping off a cliff in a Looney Tunes cartoon, floating in mid-air for many seconds until finally looking down and realizing he wasn't standing on ground anymore. This would give Bugs' name meaning beyond the obvious bunny tattoo she has.
